Can R134A replace R1234yf or R12?

No. It is not a drop-in replacement for R1234yf. An R12 retrofit must be explicitly approved and completed according to the equipment manufacturer’s procedure.

Which technician certification applies?

Section 609 applies to motor-vehicle A/C service; Section 608 applies to stationary refrigeration and A/C. This 30 lb cylinder is not covered by the small-can MVAC exception.
